Password reset emails do not pass userId to createPasswordResetToken()

Description

In 10.12, the WebsiteLoginService$createPasswordResetToken() changed to require a userId argument.

There are 2 email templates:

  • ResetWebsitePassword

  • ResetWebsitePasswordForTokenExpiry

...which call this method without passing the argument, and so will fail.
